Can you capture an Elite skill for your 2nd profession?

Yes you can.

You can use a SoC (Signet of Capture) to capture any skill from your primary and your secondary profession - just as you can buy any non-elite skill for both primary and secondary profession. If you change your secondary profession you can then use a SoC to capture elites (or non-elite) skills from bosses that have that profession, however you won't be able to capture/buy any skills for your old secondary profession untill you switch back to that profession.
